Secise Awarded 5-Year, $68M Contract to Support Air Combat Electronics Program Office (PMA-209) Common Acquisition Program (CAP)

LEXINGTON PARK, MD, November 1, 2024 – Secise, LLC, a joint venture between Precise Systems, Inc., and Don Selvy Enterprises, Inc. announces the award of a 5-year, $68M contract to provide engineering, logistics, technical experience, reliability, and data analytics capability to the Air Combat Electronics Program Office (PMA-209) Common Acquisition Program (CAP). PMA-209 is NAVAIR’s executive agent for the development and management of cutting-edge air combat electronics systems. They deliver current and future, common and protected, foundational capabilities and standards that ensure naval aviation forces win in combat.  

Secise is partnered with DCS Corporation; Avian, Inc.; Science Applications International Corporation, Inc. (SAIC); and Gauss Management Research & Engineering, Inc. (GMRE) to provide Mobile User Objective System (MUOS), Preliminary Design Review (PDR), and Marine Air-Ground Task Force (MAGTF) Airborne Networking Gateway Link (MANGL) support.

#PeopleOfPrecise: Meet Joseph Spruill

Meet Joseph Spruill – Navy veteran, program management analyst, and Precise Systems’ Employee Spotlight for October 2024.

Joseph is part of our Software Product Development team, supporting the NAVAIR program manager for the Acquisition Management System (AMS). In his role as a program management analyst, he acts as an advisor/coach helping senior acquisition leaders leverage AMS and its visualizations to achieve better program management results. He came to Precise after having recently retired from full-time government service, but not quite ready to completely retire. He had heard that the AMS customer was looking for someone with his skillsets, and he felt he could contribute well to the team. Joseph describes this opportunity to meet both needs as something that was “in the stars!”

Prior to joining Precise, and even before his government service, Joseph served in the United States Navy for 24 years. His path to the Navy began in his family, where his grandfather served in the Army during World War II, and his served in both the Air Force and National Guard. And, having lived on the coast of North Carolina and driving boats since he was 7 years old, Joseph always had a deep affinity for the water. So, when his congressman gave him the chance to attend the United States Naval Academy, he jumped on it.

Fast forward to today, Joseph is an active member and advocate for the veteran community. He is involved with the U.S. Navy Memorial Board and the Navy-Marine Corps Retiree Council. Speaking about his involvement, he says, “Having spent 24 years of my life in the Navy, it’s not just a job but a way of life, and I found it difficult to just ‘walk away’. The Navy Memorial and the Retiree Council allowed me to both keep in touch, as well as give back to the organization I had served more than half of my adult life.”

The Navy Memorial honors, recognizes, and celebrates those who serve our country in maritime organizations, including the Navy, Marine Corps, Coast Guard, and Merchant Marines. Joseph’s work there included being an “ambassador” for the Navy and interacting with the public. On the Retiree Council, he has the privilege to chair the Health Affairs committee, where he and his fellow members work with other veterans’ organizations like the American Legion and MOAA to monitor the performance of our healthcare entitlements and provide recommendations to fix it when it appears to be broken. He explains that retirees can be some of the most valuable recruiters for the Navy, so it is critical that the Secretary of the Navy remains aware of issues like access to healthcare and retiree compensation negatively affecting retirees.

Joseph is thankful to continue giving back to the Navy community, both in his veteran involvement and through his work on our Precise Team. He finds that he still continues to grow, personally and professionally, every day by supporting our AMS customer. He has been able to collaborate with a wide range of skillsets, talents, motivations, and priorities, and the diversity has positively challenged his assumptions, as well as helped him be more open to other ideas and ways to approach different issues.

For any veterans about to enter the civilian sector, Joseph would provide this advice:

  • Find a mentor or a coach to help with your transition. This is a great way to share ideas and get feedback before making hard and fast commitments
  • Make sure your resume aligns with the civilian sector job you are seeking. Take pride in your military service, but don’t assume that all hiring managers will understand military jargon.

#PeopleOfPrecise: Meet Jessica Keim

Meet Jessica Keim – Air Force veteran, disabilities advocate, and Precise Systems’ Employee Spotlight for September 2024.

Jessica has been part of our Precise Team for just over two years, supporting our PMA-281 customer. Prior to joining our organization, she served as a linguist in the United States Air Force, a decision inspired by her stepmother and the generations of military service in her family that came before her. She described her decision to join the military as the first decision she made as an adult, and she has never looked back. For anyone thinking of joining the military, she would say, “Do it! The military offers lessons and a perspective that cannot be learned anywhere else.  Serving our country is truly something to be proud of.”

Her favorite part of the military came from the camaraderie she experienced. Every memory she has centers around the brotherhood/sisterhood she experienced. It makes it impossible to choose just one memory that stands out above the rest!

Once Jessica was ready to begin the next step in her professional career, she knew Precise would be the right choice. Fortunately, Precise had just won a contract that she was part of, and after attending an Open House, she could see just how great of a company it was to work for. So, she happily joined our Precise Team!

Since joining, Precise has given her the opportunity to grow into a leadership role again, which is something she missed from her time in the Air Force. As a Project Manager on our PMA-281 team, she gets the chance to serve her team, lift them up, and work together to support the mission ahead – something she enjoys thoroughly and is happy to do every day.

Her leadership and willingness to serve others is not limited to her job. Outside of work, Jessica is a mom to her 13-year-old son, Markie, who has Duchenne Muscular Dystrophy (DMD). She is extremely proud of her military service, but what makes her the proudest is her fight to save her son each and every day. Jessica has made it her personal mission to do what she can to advocate for him and other families affected by DMD.

She is very active in the community as the Parent Project Muscular Dystrophy Connect Coordinator for the DMV area and has also recently started a group in the local area, SAIL Parents of Southern Maryland. The group connects local special needs families to share resources, set up hangouts, and simply create a village where families struggling with additional challenges can find some support.

Jessica is truly one-of-a-kind, and we are extremely honored to have someone like her on our Precise Team. She is an inspiration to us, as well as the community around her, and we are proud to support her in any way we can. Thank you, Jessica, for all that you do – it does not go unseen!

Meet Desiree Harris – Biological Research Scientist and Precise Systems’ Employee Spotlight for August 2024.

When Precise acquired Excet in November 2023 and officially absorbed its employees in August 2024, a number of talented professionals joined our growing Precise Team – one of them being Desiree! She supports our Army customer as a Biological Research Scientist II at the Combat Capabilities Development Chemical Biological Center (DEVCOM CBC). She helps further their mission for toxicological assessments of both known and unknown compounds of interest through in vtiro assays, biomarker determination, and cell culture for use in the creation of complex 3D organelle architectures for countermeasures to protect our nation’s warfighters.

Desiree knew she wanted to pursue biological research as her career path during her undergraduate senior year biochemistry course, where she was also researching photo-activated cancer therapeutic compounds in an Organic Chemistry lab. She realized she had a passion for biochemical research and upon graduation, worked as an ORISE postbaccalaureate fellow with the Defense Public Health Center-Aberdeen (formerly U.S. Army Public Health Center) in the Toxicology Directorate investigating cellular toxicology utilizing in vitro assays. She has been hooked ever since!

Outside of work, Desiree loves to relax by catching up on the latest Netflix show. Her go-to show this summer was Young Sheldon, which she considers to be her current favorite binge. She also enjoys other hit movies and TV shows, and when asked who she would choose to play her in a movie about her life, she says, “I would want Marsai Martin from the movie Little and the hit show Black-ish to play me.”

#PeopleOfPrecise: Meet Gene Casterlin

Meet Gene Casterlin – MPE Lead, Navy Veteran and Precise Systems’ Employee Spotlight for July 2024.

Gene is part of our PMA-281 Royal Canadian Air Force CF-18 Team as the Mission Planning Environment (MPE) lead, supporting Joint Mission Planning Systems (JMPS). Supporting this vehicle allows him to tap into his love for aircraft every day, something he has taken with him throughout his life. Even from a young age, he knew that no matter what, he wanted to work with aircraft. At the age of 15, Gene was able to visit the USS Nimitz on its first trip to Florida. After that, he knew joining the Navy was exactly what he wanted to do. He spent a large part of his career working on the mighty F-14 Tomcat and ended his time in the Navy by flying the final Tomcat deployment with VF-31 on the USS Theodore Roosevelt from 2005 to 2006.

His naval career also included serving in many historic operations, the first being in the Iranian Hostage Crisis starting in 1979. His most impactful, however, was his final deployment – Operation Iraqi Freedom in the Persian Gulf. He was sent to Al Asad, Iraq, where he served as the LCPO for an aircraft rescue detachment. Each and every day, he saw several Marines that would go out beyond the fence at night and risked their lives. It truly inspired him, seeing their courage and sacrifice, all in support of our nation’s safety.

As a big WWII history buff, especially when it comes to naval operations, Gene loves to imagine what it would be like to serve on aircraft carrier in the Pacific during that time. When asked why he would choose to be part of this particular historical event, he says, “It was, to me, the time to show how important U.S. naval air power and the aircraft carrier was to our country and the world.”

When the time came for Gene to retire from the Navy, he knew Precise would be the perfect fit for the next step in his professional career. Finding a job can always be a huge stressor for a veteran and their family, but Precise’s “family first” attitude made him confident he had found a home. He is happy to be here and grateful that he has found a truly great place to work.
